Talofa Employment Agency (TEA)  is a newly established organisation based in a Samoan village context in Samoa. TEA is an outcome of the Council of Chiefs' strategic approach to prepare and provide labourers for RSE in New Zealand and Australia. It is an opportunity to sustain village peoples’ financial status. It operates under the local village structure which is governed by its cultural protocols and policies and is led by the Council of Chiefs. The village structure is unique in its own right as it has a historic collective approach model that protects the integrity and the dignity of its people. Realising the high demand for RSE workers in New Zealand and Australia, we perceive it as an opportunity to grow our labour force domestically and internationally.
